The Defence industries Commission was established by a decree of the President of the Republic after the House of Representatives voted on Law No. 25 of 2019, which was published in the official Gazette on 4/11/2019 to form this body, which is located in the capital, Baghdad, and is linked to the Commander-in-Chief of the Armed Forces .
The Defence industries Commission has a set of goals that it is working to achieve on the ground, and one of its most prominent goals is the establishment of an advanced base for defense industries in Iraq and to meet the needs of the armed forces and security services in all their parts of weapons, equipment and ammunition, and the production and export of civilian materials, as well as to contribute to maintaining the National security, strengthening national sovereignty, and preparing and rehabilitating scientific and technical cadres specialized in the Defence industries according to plans set by the commission .
The Defence industries Commission seeks to achieve the aforementioned goals, by a number of methods and means, the most important of which is the establishment of specialized factories in the field of Defence industries , rehabilitating the existing ones, equipping them with the latest technology, setting scientific and practical plans to direct human resources and energies in the field of Defence industries and benefiting from national expertise and competencies in industries. In addition to the above, a commission is working to rehabilitate and develop companies and factories and improve their production by means of research and development to reach products with high specifications and conduct studies and research related to the commissions objectives and benefit from the capabilities of the private sector by providing opportunities for it to participate in the defense industries. A Commission also works on the participation of the private sector As a strategic partner in its activities, as it supports the national economy.

For Iraq’s defense industry to be a pillar of national sovereignty, capable of meeting the needs of the Armed Forces with locally developed technologies.
Develop industrial and research capabilities, manage industrial affiliates efficiently and transparently, and build scientific partnerships that transfer and localize knowledge.
Build a national defense manufacturing base that reduces reliance on imports and meets the armed forces’ needs.
Develop research and technical capabilities in partnership with Iraqi universities and scientific centers.
Establish agreements with national and international institutions to transfer and localize technology.
Publish tenders and anti-corruption procedures, and strengthen oversight and internal auditing.
Parliament approved Law No. 25 of 2019, published in the Iraqi Official Gazette on 4 November 2019.
Eight directorates were established with defined responsibilities, with the Commission reporting to the Commander-in-Chief of the Armed Forces.
Military industrial companies joined the Commission, bringing their production plans together.
Military research and development programs were established, alongside memoranda of understanding with Iraqi universities.
Anti-corruption procedures were introduced, alongside electronic archiving and tender announcements.
